I think this may be a riff on the Black Flag “bars” logo. If it is, it’s pretty bad: poor execution, inconsistent inking, etc.; and the rough edges render it unrecognizable as the original logo (if that’s what it’s intended to be, that is).
I was thinking it might be like tire marks or something. You know, the roadkill thing? Either way, stupid idea, bad tattoo.

I still think it’s the Black Flag bars. The person appears to be wearing a Dead Kennedys T-shirt. It fits.
