That just looks like ink. The kind from a pen. Someone with WAY too much time and WAY too few drawing skills got bored in class.
Must have been a hell of a bad break up to go to all that trouble to get his/her name off your arm.

This black ink blob looks pen-like, just as EAB said. It was probably the name of a previously loved one with flowers and hearts around it on the limb of some college/high school boy/girl, then they got rejected or something equally as mortifying happened to them with that person to blmae.
